“Scorso” and “Passato” are adjectives, therefore, they agree with the noun.
Instead “Fa” never changes.

About the sentence’s position:
- use “fa” always after a noun
- prefer “scorso” after a noun but possibly before the noun too
- use “passato” almost always after a noun.

When to use FA
We use “fa“
- with numbers and indicates, in the majority of cases, a specific period of time.
- with plural nouns or with “qualche” indicates a not specified period of time.

You can use the adjective “altro” as synonymous of scorso/passato.
In this case, we place it always before the noun.
Examples:
L’altra settimana ho incontrato Marco (la scorsa settimana)
L‘altro anno la Juventus ha vinto il campionato (l’anno scorso)
L’altra estate ha fatto molto caldo (la primavera passata)
